Speaking at a special thematic session of the Government of Republika Srpska, Željka Cvijanović, the Serb member and current Chairwoman of the Presidency of Bosnia and Herzegovina, emphasized that political representatives from Republika Srpska are acting responsibly and in accordance with the Constitution, while Bosniak political officials are, according to her, the ones undermining the country and provoking conflict.
“I am proud that no one in Republika Srpska is talking about war, instability, or violence. Hatred has no place here – not among officials, not in the institutions, not among our people,” Cvijanović stated.
She highlighted that recent attempts to misuse the Armed Forces of BiH—particularly by the Minister of Defense, who she says lacks any constitutional competence in such matters—represent direct violations of the Dayton Agreement and constitutional order.
“Even my colleagues in the Presidency initially suggested such actions, but they withdrew once they realized that engaging the military without consensus is illegal,” she added.
Cvijanović voiced concern over ongoing provocations from the Federation of BiH, including a recent violent incident involving children from Novi Sad in Sarajevo, and what she called “a deeply disturbing state of mind rooted in hatred.”
“It worries me when I see officials appearing on television in military uniforms, openly invoking the specter of war. That is unacceptable,” she said. “And it’s even more disturbing when online platforms from the Federation allow open calls for the assassination of President Milorad Dodik. Imagine the international reaction if that had happened in Republika Srpska.”
Cvijanović reiterated that no one in RS is seeking confrontation or planning illegal operations, emphasizing that the RS Police operate within the law and do not provoke other entities.
She condemned what she described as the collapse of Bosnia and Herzegovina’s foreign policy, claiming it has been hijacked to represent only one ethnic group’s interests. “The Ministry of Foreign Affairs falls under the jurisdiction of the Presidency, and yet we see embassies and ambassadors selectively distributing letters from one member while ignoring the others,” she said. “This is not diplomacy; it’s institutional sabotage.”
According to Cvijanović, this approach has led to the breakdown of Bosnia and Herzegovina’s international credibility, and those responsible—including a member of the Presidency, the Minister of Foreign Affairs, and certain ambassadors—should face legal consequences.
“There is nothing unconstitutional in the actions of the Serb member of the Presidency,” she stressed, “but there’s much that is destructive in what the other two are doing.”
On the issue of High Representative Christian Schmidt, Cvijanović was clear:
“People no longer believe in the myth that Schmidt has any legal authority to impose laws. His actions have put Bosnia and Herzegovina in a dangerous position. This is unacceptable. The time will come for him to leave.”
