Reis’s “Paradžemats” – “Our” Terrorism

Radical Islamism, undeniably linked to terrorism carried out by BiH citizens both domestically and in the diaspora, has been systematically hidden, justified, and shifted onto others since the days of “Alija’s rule” and the leadership of former reis Mustafa Cerić, to the current Bosnian “Ayatollah” Husein Kavazović. Alija Izetbegović’s well-known defense of criminal acts, dismissing them as “the actions of a few of our local fools,” has now evolved into phrases like “children misled by the internet” or “bad societal influences.” Crimes are often softened with Quranic quotes condemning all forms of crime regardless of the perpetrator, while theories about “foreign intelligence services from Serbia and Croatia” aiming to destabilize BiH serve as a distraction from internal radicalism.

The concealment of Wahhabis and their activities began during the war in BiH, when hundreds of “humanitarians” from the Middle East were integrated into the Army of RBiH under the plans of the reis and Alija to “help the Bosniak brothers.” Thirty years later, this has led to the proliferation of dormant radical cells. Alongside Wahhabis, other groups have emerged, described by Cerić as “original and unique Muslims.” Faced with international pressure, particularly from the U.S., the Islamic Community of BiH (IZBiH) was forced to act.


The Fatwa on Eliminating Paradžemats

In 2015, reis Kavazović, in coordination with Bakir Izetbegović, issued a fatwa to eliminate paradžemats after the arrest of 11 radical Islamists and a petition signed by 37 Bosniak leaders. Paradžemats were given until February of that year to integrate under the Islamic Community of BiH. Kavazović distanced himself from the issue, transferring responsibility to state institutions. Although the fatwa was praised, many paradžemats continued to operate under the guise of “Quranic schools” or “humanitarian organizations.” Reports indicate that dozens of such entities still operate in almost every city in the Federation of BiH.


Terrorist Attack in Bosanska Krupa

Reis Kavazović’s mild response to the recent terrorist act in Bosanska Krupa, where a minor killed one police officer and injured another, reflected a familiar pattern. Instead of unequivocal condemnation, blame was shifted to the “internet” and “poor upbringing.” The arrest of the minor, along with six adults linked to the act, provoked anger among Bosniak media and ulema. All but the minor were released to house arrest or given limited measures, as proposed by the prosecution.

Available information reveals that the minor, masked during the attack, entered the police station shouting phrases (not quoted, though known to include takbirs). He attended a Wahhabi paradžemat and, based on recovered messages, planned to kill “Zionists” and “those who hate Muslims.” The argument presented in court suggested that “studying the Quran or possessing Arabic documents is not a criminal act.”


State’s Response to Radicalism

SDA and various Bosniak organizations defended the arrested individuals, including “respected professors, hafizes, and civil servants.” The mayor of Bosanska Krupa and the former prime minister of the Una-Sana Canton openly supported the suspects. Authorities discovered a significant amount of money (around 130,000 BAM), justified by their lawyer Karkin as “transparent donations.”

It is alarming that some of those arrested held key positions: a lecturer at the Islamic Pedagogical Faculty, a police communication officer, and a municipal employee. The paradžemat “Stepeni,” attended by the minor, operated as a “Quranic school.” According to the minor’s mother, he changed after starting to attend the school.


International Community and Radicalism

The High Representative of BiH, Christian Schmidt, in his report to the UN, avoided addressing this terrorist act, focusing instead on political disputes in BiH. The international community’s neglect of radicalism, including paradžemats, exacerbates the problem.


Paradžemats as a Systemic Problem

Paradžemats are not only an issue for the Islamic Community but also for state institutions that tolerate or ignore their activities. Their links to terrorism in BiH are well-established, and their continued existence poses a significant threat to national security.

The minor from Bosanska Krupa will likely receive a minimal sentence, while the killed and injured police officers are reduced to “collateral damage.” As long as radicalism is tolerated and its influence downplayed, paradžemats will remain a persistent threat in Bosnia and Herzegovina.
