MONTE NEGRO: Three minors escaped while a police officer fell asleep during a state competition in lying down.

Three minors who were taken into custody at the official premises of the Podgorica police reportedly took a door-opening card and a mobile phone from an officer and left through the garage. The Police Directorate did not respond to questions from “Vijesti” about this case for days.

On June 1st, not only the seventeen-year-old L. H. (2006), who was then suspected of a serious murder, escaped from the police detention center in Podgorica, but also two other minors, V. Z. and B. Z., unofficially inform “Vijesti”. According to the same information, they took a mobile phone and an official card from a police officer from the Security Department (OB) Podgorica and left the facility without hindrance. The same source claims that they could have allowed other detainees to leave the OB’s official premises if they had wanted to.

In the Police Directorate (UP), led by Nikola Terzić, it was earlier confirmed to “Vijesti” that L. H. had escaped, and they announced that one employee of the institution would be held accountable for this. The editorial office did not respond to additional questions about the escape of the other two minors. The inquiry was sent on August 28th.

The Chief of the Basic State Prosecutor’s Office (ODT) in Podgorica, Duško Milanović, said yesterday for “Vijesti” that “no case related to the actions of police officers regarding MLDB has been formed in this prosecutor’s office.” L. H., V. Z., and B. Z. concerning their escape from the premises of the UP OB Podgorica.”

As unofficially learned from a “Vijesti” source, at the time of L. H.’s escape, one was in one room and the other two underage individuals, V. Z. and B. Z., were in another detention room. One of them, by setting up “thief doors,” helped the other to get out through a ventilation opening, after which he opened the room where he was with his roommate and the one where L. H. was.

According to the same source, after leaving the detention rooms, they took the mobile phone and a card that allows unlocking the doors from a sleeping police officer. Then, according to “Vijesti” source, they exited through the garage and left the building of the Police Directorate.

The three minors, as unofficially learned by the editorial staff, have known each other for some time and have committed criminal offenses together – thefts.

L. H. After escaping from detention on June 1st, he was apprehended five days later on suspicion of committing a serious murder. The body of a seventy-two-year-old F. B. was found on June 6th at Vrela Ribnička, in the Konik settlement, in Podgorica, and the police informed the public on the same day that an older minor had been arrested on suspicion of committing the crime.

The UP then announced that citizens had informed them about the lifeless body of an older woman. The public was not informed that L. H. had been in detention for another criminal offense five days before the discovery of the elderly woman’s body and that he had also escaped from detention facilities.

The case became public after L. H. was voluntarily removed from the Center for Children and Youth “Ljubović,” where he was placed due to a serious murder, after 60 days of detention, until the end of the preparatory procedure, by a decision of the Higher Court.

“Vijesti” learned from a review of court records that the court was aware when issuing the temporary placement measure at “Ljubović” that L. H. had been detained before the murder of an elderly woman and had escaped from detention in Podgorica. However, it is not known exactly when this happened in connection with the murder. “Vijesti” then asked questions, after which the Police Directorate confirmed the information about the escape and specified that L. H. had escaped from detention on June 1st.
